Finance Officer
The Finance Officer is the financial head of the District and should be schooled in the proper handling and accounting of funds. It is a position of importance and is one that requires integrity and honesty. The position requires a knowledge of the American Legion and how the district functions in the handling and use of its funds.
Normally, the same individual is elected as Finance Officer for more than one year. This provides continuity and reduces risk due to skills needed.
Responsibilities
- Attend District Meetings.
- Provide a copy of the current District Finance Policy to incoming Commander.
- Along with the Budget Committee, establishes a recommended budget for the upcoming membership year to the Executive Committee at its first meeting; and, upon adoption by the Executive Committee, it is approved for the year.
- The budget must be within the limit established by the District Convention mandates. Once approved by the Executive Committee, only the Executive Committee can make any changes during that year.
- Consults on expenses and additional items that come into consideration as to whether funds are available and if they can be used without endangering funding for future activities of the District.
- Expenses that are part of the budget for committees and officers are paid by the Finance Officer upon receipts of all properly completed vouchers, approved by the District Commander for payment of the amount stated on the vouchers.
- Payment of the voucher shall be made within ten (10) days upon receiving the vouchers.
- Any questions of funds spent, even if approved by the Commander, can be brought to the attention of the Executive Committee prior to payment to be sure that the correct action is taken.
- Surplus funds of the District are invested by the Finance Officer.
- A report will occur at each Executive Meeting, the standing of the District and its finances and budget accounts.
- The Finance Officer, upon approval of the First District Executive Committee, shall appoint an assistant Finance Officer whose name will be on all signature cards at the district financial institution. Either the Finance Officer or the assistant, whoever is present at the Executive Board meeting shall have one vote at the meeting.
- Can provide an article for the District Newsletter each month no later than the 26th of each calendar month.
