County Commander
The First District is composed of 10 counties and each county, except for Steele and Mower, has a County Council in the American Legion. County Council Commanders are elected by the Posts in the counties, with each Post having one (1) vote. They should be elected in the spring of each year and have the proper notification given to Department Headquarters.
County Commanders are members of the District Executive Committee during their term of office. This method of involvement is provided so that the County Commanders may be aware of and in on the planning of programs and activities for the district. The service of the County Commander on the District Executive Committee gives them a seat on the body that has the authority to run the district for one (1) year.
County Commanders should work closely with their Area Vice Commanders in the various activities of the District and Department in the programs of the Legion.
County Councils should have regular scheduled meetings. The County Commander should use those meetings to have District and Department officers, and chairman come to speak about various programs and activities. The councils are an excellent means of spreading the word, and of solving problems of mutual concern to the Posts in the county or area. County Councils serve as a forum for the County Commander and others to provide knowledge and information to Post members on a detailed basis at the meetings. They are a vital part of the participation in the American Legion of Post people. County Councils are a key part of activities in the First District.

To preside over all meetings of the County and the Executive Committee, if one is formed. Following the American Legion officer’s guide.

Have general supervision over the business and affairs of the County as directed by the District Commander.

Shall visit all the posts in his/her county at least once in their year, checking for a possible person to move into a district position.

This person shall represent the County organization at all public functions at which County representation is requested.

Shall be the communication link between the county posts and the Area Vice Commander.

Shall plan and preside over a County Day in his/her county.

He / She should attend all Department and District meetings, gather information and pass to the posts in their county.

Shall visit Posts as requested, to aid assistance and direction to resolve any perceived issues.

Is a voting member of the Executive Board.

Gets paid mileage to and from home to the exec board meeting.
